He was the British controller-general in Egypt during 1879, leading oversight on Egyptian finances after it faced bankruptcy in 1876. Baring later had de facto control over Egyptian finances and governance as agent and consul-general of Egypt, during a formal British occupation that was prompted by the 1879 'Urabi Revolt.
